It also points out that Indigenous children and youth continue to be over-represented in youth protection, due in part to a lack of access to culturally appropriate and safe services.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container-small\">\n<p>However, the situation takes on a unique aspect in cities, where more than half of Indigenous people now live in Quebec. Indigenous families face specific challenges in urban settings. Greater mobility, severed ties with the community of origin, fragmentation of services and distrust of institutions are all factors that complicate access to resources and can delay interventions.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container-small\">\n<p>For the RCAAQ, this observation confirms the need to fully recognize the role of Native Friendship Centres. As Indigenous populations in urban settings continue to grow, their realities are underrepresented when developing public policy and organizing how services are delivered.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container-small\">\n<p>The report also highlights how, too often, urban Indigenous organizations are only involved later in families\u2019 trajectories, when early intervention is a key to avoiding youth placement.<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container-small\">\n<p>The RCAAQ reiterates that implementing the recommendations will require:<\/p>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-list\"  ><div class=\"container-small\">\n<ul class=\"wp-block-list\">\n<li>Formal recognition of Indigenous organizations\u2019 role in the urban ecosystem<\/li>\n\n\n\n<li>Structured participation from the earliest intervention stages<\/li>\n\n\n\n<li>Stable, long-term funding for preventive action<\/li>\n<\/ul>\n<\/div><\/div>\n\n<div class=\"item wysiwyg component-paragraph\"  ><div class=\"container-small\">\n<p>Finally, the RCAAQ stresses the importance of continuing to implement the Viens Commission (CERP) Calls for Action, which continue to be crucial to transforming relations between Indigenous people and public institutions.<\/p>\n<\/div><\/div>\n\n<div class=\"item component-html\" ><div class=\"container\"><div class=\"wp-block-iframe\">\n<div style=\"width: 100%; max-width: 100%; margin: 0 auto; padding: 20px 0;\">\n    <div style=\"position: relative; padding: 20px 30px; font-size: 20px; line-height: 1.6;\">\n \n        <!-- Guillemets ouverts -->\n        <div style=\"font-size: 50px; font-weight: bold; position: absolute; left: 10px; top: -10px; color: #034566;\">\n            \u00ab\n        <\/div>\n \n        <!-- Citation + guillemet ferm\u00e9 int\u00e9gr\u00e9 -->\n        <p style=\"margin-left: 60px; margin-right: 120px; position: relative;\">\n            The report\u2019s recommendations cannot lead to positive outcomes without real and sustained involvement by Indigenous players on the ground.
