Position paper tabled with the Ministère de la famille on the conditions for the development and operationalization of Indigenous early childhood centres in urban areas.
The development of Indigenous early childhood centres (CPEs) in urban areas is hampered by administrative obstacles and a lack of recognition of cultural specificities. It is crucial to clearly define urban Indigenous childcare centres, adapt allocation of spots and funding mechanisms to their realities and guarantee majority Indigenous governance of these establishments. These measures would provide culturally safe and accessible childcare services for Indigenous families living in urban areas.
